 Introduction

 Terrorism has shown its ugly face for many centuries, creating disruptions to normal life, the economies,    nations and people. Many innocents have lost their life due to terrorism. Terrorisms are violent acts    committed with the intention to kill, injure, maim and psychologically disturb people. People committing    such acts are called terrorists. The objective of terrorists and terrorism is to create disruptions that will    bring a nation to its knees. There is hardly any part of the world which has not witnessed terrorist acts. The    first act of terror was witnessed during the French Revolution. The modern English term "terrorism" dates    back to 1795 when it was used to describe the actions of the Jacobin Club in their rule of post-    Revolutionary France, the so-called "Reign of Terror

 Definition

 There are many definitions for terrorism. One is a form of unconventional warfare to compel a    government/state to accept their demands. Two most widely followed definitions are

 According to a UNSC report in 2204 terrorism is defined as an act "intended to cause death or serious    bodily harm to civilians or non-combatants with the purpose of intimidating a population or compelling a    government or an international organization to do or abstain from doing any act."

 The U S Department of Defence defines terrorism as “calculated use of unlawful violence or threat of    unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the    pursuit of goals that are generally political, religious, or ideological.”

 Key Factors of Terrorism

   Some of the key factors of terrorism or in committing terrorist acts must have one or a combination of the    following

 Violence

 According to Walter Laqueur of the Center for Strategic and International Studies, "the only general    characteristic of terrorism generally agreed upon is that terrorism involves violence and the threat of    violence." The acts committed are with the intention to spread fear and create a psychological impact via    killings and bloodshed

 Psychological impact and fear

 The attack is executed with an intention to maximize the severity and length of the psychological impact.    Each act of terrorism is a “performance,” devised to have an impact on many large audiences. As    witnessed in the recent Mumbai terror attack, they    also attack national symbols to show their power and    to shake the foundation of the country or society they are opposed to. This may negatively affect a    government's legitimacy, while increasing the legitimacy of the given terrorist organization and/or    ideology behind a terrorist act

 Perpetrated for a Political Goal

 Something all terrorist attacks have in common is their perpetration for a political purpose. Terrorism is a    political tactic,. The change is desired so badly that failure is seen as a worse outcome than the deaths of    civilians. This is often where the interrelationship between terrorism and religion occurs. When a political    struggle is integrated into the framework of a religious    or "cosmic struggle,” it evokes a high emotional    response.

 Deliberate targeting of non-combatants

 It is commonly held the distinctive nature of terrorism lies in its intentional and specific selection of civilians    as direct targets. Much of the time, the victims of terrorism are targeted not because they are threats, but    because they are specific "symbols    that tie into a specific view of the world that the terrorist possess.    Their suffering accomplishes the terrorists' goals of instilling fear, getting a message out to an audience, or    otherwise accomplishing their political end.

 Disguise

 Terrorists almost invariably pretend to be non-combatants, hide among non-combatants, fight from in the    midst of non-combatants, and when they can, strive to mislead and provoke the government soldiers into    attacking the wrong people, that the government may be blamed for it.

 Unlawfulness or legitimacy

 Some states or nations covertly support terrorist groups and acts without directly getting involved in it.    These groups enjoy the blessings of a legitimate government with funding, training and supply of arms and    ammunition. This is called state terrorism. However not all acts of terror is supported by a legitimate    government. A prime example is Pakistan which has become the hot bed of terrorism where the    government is turning a blind eye to acts of terror groups without directly supporting them

 Causes of Terrorism

 The rationale to terrorism or terrorist acts can be many. Some of he main causes are

 Ideological

 One of the key factors of terrorism is the ideological difference between the government and the terrorist    and terrorist groups. Due to the ideological difference and unable to meet their demands via talks and    negotiations, groups wage an unconventional war against the government using terrorism. India has    witnessed and continues to witness terrorist acts. The ULFA in Assam fighting for the recognition of    Assamese rights, NSCN in Nagaland for Naga rights and Naxals fight are examples of terrorism due to    deological differences

 Political

 Terrorism acts are executed due to political differences. This is due to the government and the terrorist    groups at political crossroads. This could be for a fight for territory or for governance. The terrorist acts of    the IRA till late 80 are for recognition of Ireland as an independent country from the UK is a prime    example. PLO’s longstanding fight against Israel for a free Palestine is well documented. Even India is    witnessing terrorist actions virtually everyday in Kashmir is an example of political forces being the prime    cause of terrorism

 Religious

 Religion can be a major motivating force to commit heinous acts of terrorism. A highly emotionally charged    terrorist or terror groups can wreak havoc on any country. Al Qaida is an example of religious terrorism. In    the name of Jihad, millions have lost their lives. The terror acts committed by various Islamist groups    across the world is mainly for religious purposes. In India the Samjautha Express explosions and the    unsavory incident at Malegaon are examples where terror acts were committed in the name of religion. The    Godhra incident though not an act of terrorism gave birth to terrorist acts by Islamic groups across India

 Territorial

 A prime example of terrorist act for territorial purposes is the engagement between the HAMAS and Israel.    While HAMAS is fihting a pitched battle for the Gaza strip, Israel is unwilling to move even an inch. Yasser    Arafat’s PLO waged terrorist acts against Isarel for many years from Lebanon for a free Palestine.

 Ethnic conflicts

 Africa has witnessed many terror acts repeatedly over years. The Rwanda holocaust where many innocents    from a community lost their lives is a prime example of ethnic cleansing leading to heinous terrorist acts    cannot be easily forgotten. The recent battle in Chechnya between various terrorist groups and Russia, the    gruesome acts against the Kurds with mustard gas bombings are good examples ethnic terrorism. The    systematic cleansing of Kashmiri Pandits by radical Islamic groups is a case in point of ethnic conflict

 Unemployment

 Unemployment can lead to major terror acts. We cannot forget the famous statement of French rulers who    said ‘”Don’t have bread to eat? Go and eat cake” led to the French Revolution. Infact terrorism as an act    commenced with the French revolution

 Lagging growth rates

 The backwardness of a country or region is a major reason for terrorism. Until recently virtually the North    East states of India had various terror groups fighting the Indian government primarily due to economic    disparity between North East and India

 Income gaps

 The fight between the rich and the poor due to huge difference in income gaps are common. Europe has    witnessed such acts of terror. The rich or the bourgeois class often lived a lavish lifestyle while the poor    continued to grow poorer. The Maoist movement in Bihar and Jharkhand where contractors have been    specifically targeted are example of terror acts due to income disparity

 Oppressions

 Oppressing a genuine demand can lead to terror acts. The Kashmir Mujahideens believe that their demand    for a separate Kashmir state was oppressed with bullets and horrifying acts by the Indian army gave birth    first to terrorist groups in India which later on acquired international ramifications by associating itself with    radical Islamic groups to acquire monstrous proportions

 Kinds of terrorism

 Terrorism can have different hues and colours for justifying terror acts. We have seen reasons and    examples for political, communist, nationalist, racist and religious terrorism. However terror acts have    acquired a new dimension, using technology as a weapon. Some other forms of terrorism are

 Narcotics

 Narco terrorism is terror acts committed for aiding the narcotic trade. Separatist groups in Thailand led by    noted international drug lord Pablo Escobar wage terror acts against the Colombian government. Such acts    can be classified as narco terrorism. Since the money involved is huge, the drug lords can go to any extent    to protect their trade including recruitment of mercenaries for protecting their drug fiefdom

 Eco terrorism

 Often used to paralyse governments. This can include poisoning of rivers, dams and lakes which provide    water to the citizens or sending chemicals. The mailing of letter bombs and delivery of Anthrax by post are    prime examples. Ku Klax Klan an ethnic group have use eco terrorism widely in America. The mustard gas    usage against Kurds by the former Iraq government also represents eco terrorism

 Cyber

 This is the latest classification to join the terror bandwagon. Sending of virus through mails, hacking secure    sites, impersonating by hacking individual email id’s and warning terror attacks by mail are acts of cyber    terrorism

 State terrorism

 States and Governments themselves commit terror acts either against tyheir own population or against    other countries are not common. The acts of Taliban in Afghanistan against Afghans particularly women is    an extreme example of state terrorism

 State sponsored

 Pakistan government’s constant encouragement and support of various Islamic Jihadi groups by providing    shelter, arms & ammunitions, finances, training and logistical support represents state terrorism. Indian’s    most wanted terrorists like Dawood Ibrahim and Tiger Memom have been sheltered in Pakistan, who    provide ground support to terrorists

 India and terrorism

 India has witnessed terrorist acts against itself right from independence. Beginning with insurgency in North    East to the recent terror attack in Mumbai, India has bore the brunt of various terror attacks. There is a    spurt in terror attacks in India beginning from 2005. Attacks on cities like Mumbai, Ahmedabad, Jaipur,    Hyderabad, Bangalore, Delhi, Malegaon and Kashmir have created panic and fear in the minds of Indians.    The audacious and daring attack on the Indian parliament was an attempt to shake the democratic    fundamentals of the country. Despite all such acts, Indians have displayed remarkable resilience to    remain united and show the terrorists their expression of solidarity; the spirit of India and Indianness.    Some famous terror acts on Indian soil include

 Mar 12, 93 – Bombay blasts
 Feb 14, 98 – Coimbatore bombings
 Oct 01, 01 - Militants attack J&K assembly complex
 Dec 13, 01 – Parliament attack
 Sep 24, 02 - Militants attack the Akshardham temple in Gujarat
 May 14, 03 - Militants attack an army camp near Jammu
 Aug 25, 03 – Serial car bombs in Mumbai
 July 05, 05 – Ram Janmabhoomi attack in Ayodhya
 Oct 29, 05 – Delhi serial blasts
 Mar 07, 06 – Varanasi bombings
 July 11, 06 – Bombay train blasts
 Sep 08, 06 – Malegaon mosque blast
 Aug 25, 07 – Hyderabad blast
 Apr 08 – Jaipur blasts
 July 08 – Bangalore blasts
 Nov 08 – Mumbai terror attacks

 India have lost over a million citizens in the terror history of the country

 Economic impact of terrorism

 Terror acts impact the economy of a nation apart from bruising the nation itself. Business is impacted,    there is a loss of business confidence, a flight of business investment and capital from the affected country,    unnecessary movement of people to safer havens raising population dynamics, trading risk, increase in    insurance costs, raise in risk and costs of doing business apart from goods becoming costlier are some    factors. Tourist visiting the country drop and tourism related sectors like, airlines, hotels and states    depending on tourism takes a huge hit. This in turn affects the local population due to job losses and drop    in income.

 Psychological effects

 It also creates a psychological impact on people. Fear, insecurity, uncertainty, inactivity, hatred, sagging    confidence and mistrust are psychological impact on the people of the affected region.

 National Impact

 The nation also suffers from a huge negative impact. Some of the ills affecting a nation due to terror acts    and terrorism are slowdown in economy, increased fiscal deficit, low productive investments, diversification    of limited and valuable resources to security, high security costs, flight of foreign capital, unemployment,    inflation and an adverse effect in the long run

 Summary and conclusions

 From the above it is clearly evident that global terrorism is a reality to contend with. Though the gains    achieved by terrorists and terror groups are minimal, there is a huge impact on the nation, its people and    the economy. History has shown that terrorism can create havoc and panic without real gains. Terrorism    cannot be a justification to achieving goals. This is amply evident in case of Palestine. Despite years of    terrorist acts they could not achieve their objectives, but through talks and negotiations a country called    Palestine was created giving a huge population an identity and a country to associate with.

The US Government can support us, they cannot directly involve themselves. In my opinion they were fair and just

Ravi Sir I know the UNPKF works for the peacekeepink in war torn nations, my suggestion was having an ATS on an international level. If that was in place by now the terrorists being harboured in Pakistan would definitely have been flushed out of their hiding holes.
